Cement brick particles and concrete block particles are selected for urban construction waste particles, and after the specific surface area is larger than 380 m < 2 >/kg through vertical milling, the composite mineral admixture is obtained, the stability is smaller than or equal to 2.0, the 7d strength activity index reaches 68% or above, the calcium carbonate content reaches 74% or above, the radioactivity IRa is smaller than 0.3, and I gamma is about 0.4. The application safety of the admixture and the stability of the admixture after blending are greatly improved, the defects of high transportation cost, high raw material cost and the like caused by regional characteristics of lime, fly ash, blast furnace slag and the like are avoided, and the preparation cost of the concrete superfine composite mineral admixture is greatly reduced.
