The invention provides a thermal insulation composite board and a manufacturing method thereof. The heat insulation and heat preservation composite board comprises at least one heat insulation and heat preservation layer, at least one medium layer and at least one outer surface layer, the heat insulation layer and the medium layer are jointed into a whole in a physical mode; and the outer surface layer and the dielectric layer are jointed into a whole in a chemical manner. The heat insulation and heat preservation composite board can be produced in a simple physical joint mode, and the heat insulation and heat preservation composite board is high in impact resistance, tensile strength and stiffness, simple in production process, low in production cost and high in production efficiency.
