Solar energy is absorbed and utilized through the energy collecting module, the ice and snow melting module transfers energy to snow melting for melting, the melted snow is continuously melted and utilized, the ice and snow melting and water making device is convenient to move, flexible and independent, and the ice and snow melting and water making device can be conveniently used under the condition that plateau alpine regions lack energy sources such as water sources and electric power and oil plants.
