The invention discloses a basement anti-floating pressure-reducing system which comprises an indoor hydrophobic part, a basement anti-floating pressure-reducing part and a basement anti-floating pressure-reducing part, the indoor hydrophobic part is provided with a blind ditch arranged below an advanced water-stopping post-cast strip, anti-seepage concrete cushion layers are arranged on the two sides of the blind ditch, and a stone water filtering layer, a non-woven fabric isolation layer and a post-cast strip cushion layer are sequentially arranged in the blind ditch from bottom to top; the outdoor dewatering part is provided with a drainage ditch and a plurality of dewatering wells communicated with the drainage ditch; and the communicating part is arranged in the raft retaining wall and used for communicating the drainage ditch with the blind ditch extending to the basement outer wall.
