The comprehensive utilization device comprises a bottom plate, a first stirring rod, a rotating shaft, a second stirring rod, a rotating pipe, a blocking cover, a stirring motor, a connecting shaft, a top cover, a bottom cover, a first rotating gear, a first belt wheel, a connecting belt, a second belt wheel, a second rotating gear, a middle plate and a sliding rail. The utilization method comprises the following steps: step 1, grading pretreatment of the copper tailings; secondly, valuable element flotation is conducted; step 3, preparing a modified magnesium cementing material; step 4, forming; according to the method, the comprehensive utilization level of the copper tailings can be improved, valuable resources in the copper tailings are subjected to key resource recovery, the added value of the copper tailings resources is improved, the residual coarse copper tailings after recovery are subjected to building material treatment, zero emission and recycling of the copper tailings are achieved through the building material utilization method, and the practical value of the copper tailings is improved; meanwhile, the obtained building material can be applied to different fields including road, bridge and house construction.
