The tray and the force bearing seat can improve the durability of the equipment in use; a steering assembly arranged between the push disc and the force bearing seat forces the tray and the force bearing seat to rotate relatively; supporting force is provided for the steel rail which is hung on the tray through a rail hanging vehicle, meanwhile, the steel rail is forced to rotate on the tray relative to the force bearing base, and then the steel rail can be turned around; when the steel rail is turned around, the turning-around time of the steel rail is reduced by a half, manpower is reduced by a half, and a large amount of manpower and time are saved.
