The water reducing agent is prepared from 12 to 88 parts of cationic polycarboxylic acid water reducing agent, 5 to 10 parts of cationic polygalactomannan and 3 to 6 parts of cationic hydroxyethyl cellulose; the method comprises the step of fully mixing the cationic polycarboxylate superplasticizer, the cationic polygalactomannan and the cationic hydroxyethyl cellulose. The water reducing agent can be used in cement mortar with high mud content, and has the advantages that the adaptability of the polycarboxylic acid water reducing agent to cement is improved, and the conditions of poor fluidity and poor water reducing effect of the cement mortar are improved; in addition, the method has the advantage that the uniform water reducing agent can be prepared.
