The invention provides a rainwater monitoring pool and accident pool combined construction system. The rainwater monitoring pool and accident pool combined construction system comprises a rainwater monitoring pool, a multi-grid accident pool and an accident water lifting pool, a rainwater lifting pump is arranged in the rainwater monitoring pool, an outlet of the rainwater lifting pump is provided with two pipelines, the two pipelines are respectively communicated with an out-of-plant rainwater system and the accident pools, an on-line water quality detector is arranged in the rainwater monitoring pool, and an electric gate is arranged between each accident pool and the rainwater lifting pool. An accident water lifting pump is arranged in the accident water lifting pool, two pipelines are arranged at an outlet of the accident water lifting pump, and the two pipelines are respectively communicated with the sewage treatment plant and the accident water diversion pool. The system automatically detects rainwater in a rainwater pool, clean rainwater reaching the standard is directly lifted out of a plant, rainwater not reaching the standard is lifted to an accident pool for temporary storage, and then the rainwater is lifted to a sewage treatment plant for treatment; the emergency pool is divided into grids, and the volume of the first grid does not exceed 1/3 of the total effective volume of the emergency pool.
