The method comprises the following steps: collecting industrial solid waste; the collected industrial solid waste is subjected to homogenization and aging treatment, then iron removal is conducted, the industrial solid waste is conveyed into a crusher to be crushed, materials are metered through a microcomputer and then conveyed into an ultrafine ball mill to be ground, and finally ultrafine powder is obtained; and mixing the obtained ultrafine powder with a treating agent. Tests show that the compressive property and the fracture resistance of the material are superior to those of the prior art.
