An elastic strip mounting seat is arranged at the other opposite angle of the iron base plate and is used for mounting an elastic strip; a through hole is formed in the middle of the iron base plate, and the embedded rubber base plate and the embedded iron base plate are sequentially placed in the through hole. An under-rail backing plate is laid above the embedded iron backing plate, a steel rail is laid on the under-rail backing plate, an insulating gauge block is arranged between the steel rail and the elastic strip mounting seat, and an anchor bolt sequentially penetrates through the distance adjusting pinch plate, the iron backing plate and the insulating coupling plate to be in threaded connection with the embedded sleeve.
