The invention discloses an ecologically fragile area grass and forest land rainwater collection and storage irrigation system which comprises a reservoir, the inner wall of the reservoir is waterproof, a bearing frame is arranged on the upper portion of the reservoir, a geotechnical cloth permeable layer is arranged at the upper end of the bearing frame, and planting soil is laid at the upper end of the permeable layer; the upper ends of the first water absorption cotton ropes are arranged in the planting soil, and the lower ends of the first water absorption cotton ropes extend into the bottom of the reservoir; the lower ends of the drainage pipes downwards penetrate out of the bearing frame, the upper ends of the drainage pipes upwards penetrate out of the planting soil, the upper ends of the drainage pipes are bent downwards to form obliquely-downward water outlet pipes, second water absorption cotton ropes are arranged in the drainage pipes, and the upper ends of the second water absorption cotton ropes are arranged in the corresponding water outlet pipes. Rainwater and irrigation infiltration water can be collected for slow, continuous and automatic vegetation irrigation, vegetation growth is facilitated, the ecological environment is improved, the water resource utilization efficiency is improved, and the labor cost is reduced.
