The invention relates to a steel-concrete combined pier bottom structure and a construction method thereof, the steel-concrete combined pier bottom structure comprises a bearing platform, a concrete section, a steel-concrete section and a steel structure section, the concrete section is pre-embedded pier column concrete, and the pre-embedded pier column concrete is connected with the bearing platform through pre-embedded pier column concrete vertical ribs, pre-embedded pier column concrete stirrups in the bridge direction and pre-embedded pier column concrete stirrups in the transverse bridge direction; the embedded pier column concrete is provided with positioning steel plates, the positioning steel plates comprise the upper positioning steel plate and the lower positioning steel plate which are located on the upper portion and the lower portion of the embedded pier column concrete respectively, and the vertical steel bars are installed and positioned through the upper positioning steel plate and the lower positioning steel plate. The steel-concrete section is provided with a steel-concrete section transverse-bridge-direction steel plate and a steel-concrete section longitudinal-bridge-direction steel plate, and the steel structure section is provided with a steel structure section transverse-bridge-direction steel plate and a steel structure section longitudinal-bridge-direction steel plate; the pressure resistance of concrete and the tensile strength of a steel structure can be fully exerted, the pier can be constructed in one stage, the concrete foundation can be firstly constructed, then the steel-concrete section can be constructed in stages, and the construction period is flexible and controllable.
