The invention relates to a rotatable curved photovoltaic sound barrier which is provided with a base capable of being fixed on a road surface, a sound barrier body which is driven by a driving motor to be rotationally connected to the base and can reduce noise on a road, a photovoltaic module fixed on the sound barrier body and a control unit. The driving motor is fixed to the base and electrically connected with the control unit, the output end of the driving motor is fixedly connected with the sound barrier body, a plurality of sound absorption holes used for reducing noise are formed in the sound barrier body, the sound barrier body is driven by the driving motor to rotate to broaden the sound shadow area, and noise reduction is conducted through the sound absorption holes for sound insulation. The invention also relates to a rotary driving method comprising a rotatable curved photovoltaic barrier. The invention also relates to a control unit of the rotation-based driving method. According to the sound barrier, the sound shadow area can be widened through rotation of the sound barrier, the sound insulation capacity is greatly improved, and the better sound insulation effect is achieved.
