The invention discloses a leveling device and method for the horizontal top face of a support pad stone. The leveling device comprises a rectangular template, a threaded rod, a rotating mechanism and a scraper assembly, and the threaded rod is vertically and fixedly arranged at the center position in the rectangular template; the rotating mechanism is movably connected with the upper section of the threaded rod and can horizontally rotate with the threaded rod as the axis. The scraper assembly comprises a horizontal scraper rod and a scraper, the horizontal scraper rod is fixedly welded to the side face of the rotating mechanism, the scraper is detachably and fixedly connected to the bottom of the horizontal scraper rod, and the inner side of the scraper is attached to the side face of the rotating mechanism. The horizontal length of the scraper is not smaller than half of the diagonal line of the upper surface of the rectangular formwork, the scraper is driven by the rotating mechanism to rotate, the scraper rotates to scrape the top face of the support padstone, and therefore the top face of the support padstone is smooth and flat, and corner angles are straight.
