A frame adopts a double-layer structure technology and comprises a garage integral frame, a lower-layer frame, an upper-layer frame and the like, so that when the motorcycle needs to be parked or picked up, the movable frame can extend to a traffic lane outside the integral frame from the inside of the garage integral frame to park and pick up the motorcycle. Or the upper-layer vehicle frame extends to the outer part of the garage integral frame and falls on the traffic lane for parking or taking the vehicle. And after parking or picking up is completed, the upper-layer frame is lifted and retracted into the overall frame. The vehicles can be parked and picked up on the parking frame without avoiding, so that the vehicles can be parked and picked up more conveniently; meanwhile, the parking and picking-up device can be independently installed, or a plurality of parking and picking-up devices can be arranged and combined to be installed on the road edge or combined to be installed in a large parking lot, only expansion bolts need to be used for fixing the parking and picking-up device through fixing holes, and the parking and picking-up device has the advantages of being easy to install, small in occupied space, free of pollution, free of noise and the like, saves energy and is efficient in parking and picking-up, stable in parking and picking-up, and the parking or picking-up process is convenient and simple.
