The present invention relates to an aqueous protective coating agent for a flame-retardant chemical floor and a flame-retardant chemical floor, the aqueous protective coating agent containing (A) 20-50 wt% of a silane which is water-soluble and hydrolyzable by water and has an ignition point of 80 DEG C or higher, (B) 6-24 wt%, in terms of solid content, of a water-dispersed colloidal silica having an average particle diameter of 5-25 nm, the present invention relates to a silane-based resin composition comprising: (A) a silane (A), (C) 0.2-2.0 wt% of an acid catalyst, and (D) 50-200 wt% of water with respect to the silane (A), the silane (A) being a mixture of an alkoxysilane and a silane coupling agent, the silane coupling agent comprising only at least one selected from the group consisting of bifunctional silanes and trifunctional silanes, the silane coupling agent comprising a silane coupling agent having an epoxy functional group, the amount of the silane coupling agent having an epoxy functional group being 5-25 wt%, and the amount of the silane coupling agent having an epoxy functional group being 5-25 wt%. The amount of the components is 100% by weight of the amount of the coating agent, and a flammable solvent or alcohol is completely not contained as a diluting solvent. Therefore, the problems of danger of ignition, legal restrictions of handling, storage, transportation and the like, harmfulness of volatile components such as solvents and the like to human bodies and the like can be solved.
