The bio-based flame-retardant floor base material provided by the invention is prepared from the following raw materials in parts by mass: 30-45 parts of rice hull ash, 10-15 parts of resin, 5-10 parts of isocyanate, 0.5-2 parts of a lubricant, 2-3 parts of a stabilizer, 2-3 parts of a plasticizer, 1-2 parts of an antioxidant, 12-27 parts of a flame retardant and 0.9-1.35 parts of a coupling agent. The flame retardant is phytic acid. According to the bio-based flame-retardant floor base material provided by the invention, the rice hull ash is used as a biodegradable filler, the phytic acid is used as a flame retardant, and the mass ratio of the preparation raw materials is regulated and controlled, so that the obtained bio-based flame-retardant floor base material has good degradability and flame retardance, and meanwhile, the toughness of the floor base material is further improved.
