The outer wall of the valve element is in sealing fit with the inner wall of the sealing cavity. One end of the valve element forms a pressed end, and the other end of the valve element forms a pressure applying end. The pressed end is used for driving the valve element to move close to the outlet under the action of external force, so that the pressure applying end applies pressure to gas in the sealing cavity; gas in the sealing cavity is guided out through the outlet when being pressed and forms gas flow; provided is a water flow detector. The water heater comprises a machine body and the pressure control type water heater starting device. Air pressure is generated through manual pressing, and water flow in the water outlet pipeline is pressed by the air pressure to generate water flow change so as to be detected by the water flow sensor.
