The invention relates to an anti-freezing and anti-thaw collapse pile foundation structure in a permafrost region. The pile foundation structure comprises a pile penetrating through a permafrost active layer, a limiting pile casing, a limiting pile casing inner wall, an upper tray, a lower tray and a plurality of tray supports, wherein the limiting pile casing inner wall, the upper tray, the lower tray and the tray supports are arranged in the limiting pile casing and connected together. A steel pipe protection wall is arranged in the inner wall of the limiting protection cylinder; a tension-compression spring is arranged between the upper tray and the lower tray; the tail end of the pile is embedded into the steel pipe retaining wall; a plurality of steering inclined struts are arranged on the lower portion of the inner wall of the limiting protection cylinder and connected with the lower end of the tray support. The upper end of each tray bracket penetrates through the lower tray and the upper tray; a limiting ring is arranged on each tray bracket below the upper tray, and a limiting spring I is arranged between each limiting ring and the top end of the corresponding tray bracket; a limiting spring II fixed through a high-strength bolt is arranged on each tray support above the upper tray. Meanwhile, the invention further discloses a construction method of the pile foundation structure. The method is high in practicability, and cooperative deformation between internal structures in the pile foundation freezing pulling or thaw collapse process is achieved.
