The invention provides a geomembrane anchoring device and system. The geomembrane anchoring device comprises a geomembrane sealing cover, an anchoring head, an anchoring rope and a rope one-way fixing lock. The geomembrane sealing cover comprises a lower cover arranged on the lower surface of the geomembrane and an upper cover buckled and fixed with the lower cover; the anchoring head is provided with a pointed end used for being inserted into a waste pile body. One end of the anchoring rope is fixed with the anchoring head, and the other end penetrates through the rope one-way fixing lock head and is fixed on the geomembrane sealing cover; the rope one-way fixing lock head is fixed to the lower cover and used for controlling the moving direction of the anchoring rope when the anchoring head moves in the waste pile body. The anchoring head is inserted into a waste pile body or a soil body below the geomembrane, the anchoring head is connected to the lower cover arranged on the lower surface of the geomembrane through the anchoring rope, and the lower cover is sealed through the upper cover, so that the geomembrane is fixed. When the geomembrane needs to be removed, the geomembrane sealing cover can be taken out and the geomembrane can be removed only by disconnecting the anchoring rope.
