According to the geomembrane anchoring device and the construction method thereof, a driving motor controls a driving gear to rotate, then a driving gear ring meshed with the driving gear drives a fixing screw at the lowermost end to rotate, the fixing screw is drilled into concrete along with the action of an action arm, and therefore a fixing pressing strip and a geomembrane body are fixed; and therefore, time and labor are saved, the geomembrane can be expanded and anchored at the same time, and the anchoring efficiency of the geomembrane is improved.
