Urban garbage penetrating fluid is subjected to ultrafiltration treatment to obtain treated garbage penetrating fluid, the treated garbage penetrating fluid is used for preparing the solid waste cementing material activating agent, the prepared solid waste cementing material activating agent can improve the activity of a solid waste cementing material, recycling of garbage penetrating water is achieved, and environmental pollution is reduced.
