The safe and energy-saving balcony guardrail comprises a guardrail body and an installation frame, the guardrail body is fixedly installed on a balcony, a rotating column is rotationally installed on the guardrail body, a hinge frame is fixedly installed on the rotating column, the installation frame is installed on the hinge frame in a hinged mode, a solar panel is installed on the installation frame, and an installation hole is formed in the guardrail body; the rotating column is rotationally installed at the position, where the mounting hole is formed, of the guardrail body, a limiting rod is installed on the guardrail body, the limiting rod penetrates through the mounting hole and can slide in the direction close to or away from the hinged frame, and the guardrail body is provided with a limiting piece used for limiting the limiting rod in the mounting hole; the guardrail body is provided with a first driving assembly used for driving the rotating columns to rotate. The first driving assembly drives the rotating column to drive the mounting frame and the solar panel to penetrate through the mounting hole to rotate to the inner side of the balcony from the position of the outer side of the balcony, and the situation that the solar panel is damaged due to falling and smashing of foreign matter above or is blown off by strong wind to hurt pedestrians is reduced.
