The invention discloses a construction method for cutting an underwater cast-in-place pile through a steel casing and an auxiliary rope saw. The construction method specifically comprises the following steps of construction preparation, steel casing machining, steel casing in-place, mud pumping and water draining, cutting system installation, pile foundation cutting and broken pile body hoisting and discarding. The steel pile casing is driven into a soil layer to form an enclosure system, so that the cutting stress condition of a cutting system formed on I-shaped steel by a hydraulic diamond bead rope sawing machine during cutting operation is met, the safe operation of cutting the underwater cast-in-place pile is realized, and meanwhile, the pile foundation cutting elevation position required by design is met. The bottom of the steel casing adopts a conical section, a vibratory hammer sinks into the periphery of a cutting pile to form an enclosure system, the dredging and sludge discharging amount of the periphery of the cutting pile can be greatly reduced, meanwhile, a safe construction working face is provided, the steel casing and the enclosure system of the steel casing effectively form a working whole through a clamping plate and a limiting plate, an operator can remotely control, and the working efficiency is improved. The sealing working time is shortened, and efficient and safe operation is fully achieved.
