The invention provides a construction formwork for optimizing the appearance of a pier tower and a construction method. The construction formwork comprises an outer formwork, a plurality of compensation vibrating devices are arranged on the inner side of the outer formwork, telescopic plates are arranged on the compensation vibrating devices, vertical edges are arranged on the outer formwork, and the side walls of the telescopic plates are in sliding sealing connection with the inner walls of the vertical edges; the limit strokes of the telescopic disc are located outside the outer mold and inside the outer mold respectively, and at a certain stroke position, the outer surface of the telescopic disc is flush with the outer wall of the outer mold. The telescopic disc is connected with a piston rod which is located in a cylinder body, and the cylinder body is fixedly connected with the inner wall of the outer mold.
