The invention relates to a discontinuous ground elevation control device and a construction method thereof. The discontinuous ground elevation control device comprises a transversely arranged adjusting rod; the pair of clamping assemblies is movably and adjustably mounted on the adjusting rod; the bubble level is mounted on the clamping component; the vertical rod is mounted on the clamping assembly and is vertically arranged; and the positioning plate is mounted on the mounting part in a vertically movable and adjustable manner. Due to the fact that the adjusting rod is transversely arranged, and the two side faces of the reverse ridge are vertical faces, the pair of clamping assemblies are movably adjusted to clamp the top of the reverse ridge, the clamping assemblies are adjusted to be leveled through the bubble level, the pair of clamping assemblies located on the two sides of the reverse ridge are symmetrically arranged, and the pair of clamping assemblies located on the two sides of the reverse ridge are fixed through the positioning plate arranged on the vertical rod.
