The device comprises a lower shell; the ratchet wheel comprises a ratchet wheel body and a rotating arm, the ratchet wheel body is rotationally connected to the lower shell and has anticlockwise rotating torque, and the ratchet wheel body is provided with a clamping jaw; the pawl is rotationally connected to the lower shell and has anticlockwise rotation torque, and the pawl can be meshed with the clamping jaw; the rocker arm comprises a rotating part rotationally connected to the lower shell and a supporting arm, an elastic element for applying anticlockwise torque to the rotating part is connected between the supporting arm and the lower shell, and the lock catch abuts against the supporting arm to limit anticlockwise rotation of the supporting arm; the exploder is connected to the lower shell and connected with a transmission plate located on the lower side of the front cover reinforcing plate, and the exploder can drive the transmission plate to move upwards when started so as to release locking of the pawl body and the clamping jaw.
