The invention discloses a double-layer assembly type movable tool frame which comprises a lower layer, an upper layer and a lower layer, the upper layer comprises an upper support and an upper platform, and the upper support is movably connected with the bottom support; the counterweight layer is arranged at the bottom end of the bottom bracket; the crawling ladder comprises a first crawling ladder body and a second crawling ladder body, the first crawling ladder body is arranged on one side of the bottom support and connected to the lower-layer platform, and the second crawling ladder body is arranged on the other side of the bottom support and connected to the upper-layer platform; wherein the plane where the upper-layer platform is located is defined as a projection plane, and in the direction perpendicular to the projection plane, the projection interval where the lower-layer platform is located is located in the projection interval of the upper-layer platform. The construction platform is provided with the double-layer platform and is suitable for different upper construction positions and bottom tool rack placement positions, and the problem that the upper portion cannot be constructed due to the fact that no proper position for placing the tool rack exists on the ground is solved.
