According to the invention, high-quality natural asphalt is adopted as a raw material, and rubber, a resin material, a petroleum-based active reaction substance and the like are fused for comprehensive modification to form the waterproof adhesive, so that the waterproof adhesive has unique single and double chemical reaction processes of an HLY double-reaction type waterproof adhesive material, can form a waterproof adhesive layer with high elastoplasticity, can permeate into the depth of 3-5 mm of a concrete bottom layer, and has a good waterproof effect. The bonding force of the cement concrete pavement and the asphalt overlay is improved, the service life of the asphalt overlay is prolonged, the diseases such as displacement of asphalt pavement are effectively prevented, and the method is extremely suitable for heavy traffic pavements.
