The invention discloses a composite permeable pavement structure capable of resisting ruts and preventing base layer water damage, which comprises a lower surface layer, an upper surface layer and a lower surface layer, the lower surface layer comprises pouring type asphalt concrete paved on a base layer and an anti-seepage grouting material poured in the pouring type asphalt concrete, and the anti-seepage grouting material comprises cement, silica fume, fine aggregate, an anti-seepage modifier and water; the anti-seepage modifier comprises styrene-acrylic emulsion, a water reducing agent, an air entraining agent, a defoaming agent and talcum powder; the waterproof bonding layer is paved on the lower surface layer, and the waterproof bonding layer is made of modified emulsified asphalt; the middle surface layer is paved on the waterproof bonding layer; the upper surface layer is paved on the middle surface layer, the middle surface layer and the upper surface layer are respectively made of porous asphalt mixture, and the void ratio of the middle surface layer is larger than that of the upper surface layer. The problem that a semi-rigid base layer of a pavement structure is prone to being damaged by car dangers, ruts and cracks to cause downward water seepage of a surface layer is solved.
