The invention discloses a toilet flushing control method and a special water pump for toilet flushing, which can realize automatic control of upper flushing and lower flushing of a toilet by the water pump, and a first water outlet and a second water outlet are arranged at intervals along the rotating circumferential direction of water pump blades of a vane pump main body. A first swingable baffle and a second swingable baffle are arranged at the first water outlet and the second water outlet respectively, and forward and reverse rotation switching control can be achieved through water pump blades; when the water pump blade rotates forwards, the impulsive force of water pushes the first swingable baffle to rotate reversely so as to open the first water outlet and pushes the second swingable baffle to rotate reversely so as to close the second water outlet. When the water pump blades rotate reversely, the impulsive force of water pushes the second swingable baffle to rotate forwards so as to open the second water outlet and pushes the first swingable baffle to rotate forwards so as to close the first water outlet. Therefore, the baffle of the water outlet is opened/closed by utilizing the water flow impulsive force when the water pump blade rotates forwards/backwards, the structure is simple, the production and manufacturing cost is effectively reduced, and more energy is saved when the water pump blade is used.
