The anti-floating anchor rod comprises a cushion layer used for being formed in an external pre-buried foundation pit in a pouring mode and a rod body used for being formed in the external pre-buried foundation pit in a pouring mode, a bottom anchor bearing plate is arranged at the top end of the rod body, the bottom anchor bearing plate is locally embedded in the cushion layer, and the bottom anchor bearing plate and the cushion layer are connected in a pouring mode. The rod body comprises an inner rod used for being connected with a cushion layer in a pouring mode and an outer rod used for penetrating out of a bottom anchor bearing plate, a steel strand is connected into the inner rod, a penetrating groove allowing the steel strand to penetrate through is formed in the outer rod, and a counter-force device used for providing prestress for the inner rod is arranged on the bottom anchor bearing plate. The problems that in the prior art, a post-tensioning method is adopted for construction, so that the hidden danger of water leakage of a bottom plate is likely to occur, and the durability of the bottom plate is not high are solved.
