The low-saltpetering low-carbon cementing material is prepared from the following raw materials in parts by weight: 180 to 250 parts of fly ash, 180 to 250 parts of mineral powder, 80 to 150 parts of liquid sodium silicate, 15 to 30 parts of sodium hydroxide, 130 to 180 parts of water, 1000 to 1500 parts of sand, 10 to 15 parts of graphene oxide and 1 to 5 parts of silane coupling agent. Meanwhile, the invention provides a specific preparation method. The graphene oxide is modified by the silane coupling agent, and the modified graphene oxide is grafted to the surface of the mineral powder and is matched with other components, so that the problems of serious saltpetering and poor mechanical property of a low-carbon cementing material are solved.
