The invention discloses a low-water-resistance-ratio integrated combined cofferdam on a soft soil foundation and a construction method of the low-water-resistance-ratio integrated combined cofferdam. The low-water-resistance-ratio integrated combined cofferdam is of a bagged sand, steel pipe pile and inner support structure. On one hand, in the direction of the cross section, each layer of woven bag is divided into three independent grid bins which are sewn into a whole, the woven bags at the grid bins and the full-length woven bags are tightly sewn at equal strength, and the situation of cavities or disengagement is not allowed, so that it is ensured that after the middles of the woven bags are cut by the steel pipe piles, the left part and the right part of the woven bags are still complete closed bodies. The outer side of the cofferdam is subjected to multi-stage riprap back pressure, and the cofferdam can keep overall stability after the woven bags are cut. And on the other hand, after the steel pipe piles are constructed, the piles have a lateral restraining effect on deformation of the cofferdam, the bagged sand on the outer side can only generate vertical settlement deformation along the interfaces of the steel pipe piles, the whole cofferdam system is still established, and therefore the purpose of effectively reducing the width of the cross section of the cofferdam on the soft soil foundation can be achieved.
