A construction platform and a construction method are used for internal construction of a variable-diameter cylinder structure building and improve the situation that a steel pipe scaffold construction platform is time-consuming, labor-consuming and high in cost in the internal construction of the variable-diameter cylinder structure building. The hoisting part hoists the platform part to hover and lift in the variable-diameter cylinder structure building; the platform part comprises a basic unit and an expansion unit, the basic unit is arranged to be suitable for passing through any cross section of the variable-diameter cylinder structure building, the expansion unit is selectively and externally connected with the basic unit so as to adjust the size of the platform part, and according to the construction platform, the smoothness of internal construction of the variable-diameter cylinder structure building is improved; and labor, time and cost are saved, and good economic benefits are achieved.
