The invention belongs to the technical field of stirring equipment, and particularly relates to an asphalt concrete stirring machine which comprises a base, a fixed cylinder, a stand column and a rotating seat. A first motor drives a driving shaft to rotate so as to drive a mixing part to rotate, meanwhile, a second motor drives a rotating shaft to rotate so as to drive a stirring part to rotate, raw materials are stirred under the action of a stirring structure and the mixing part, and asphalt concrete is formed through mixing; and then the asphalt concrete is paved, rolled and maintained, and then construction of the asphalt pavement is completed. The stirring part and the mixing part rotate in opposite directions, so that a shearing effect is generated on the raw materials when the stirring structure and the mixing part approach each other, two acting forces in opposite directions are generated on the raw materials, the probability of mutual movement and mutual collision between the raw materials is increased, and the probability of mutual mixing between the raw materials is increased; and thus, the raw material mixing uniformity is improved, and the quality of the asphalt pavement is improved.
