The method comprises the steps that firstly, a foundation pit is excavated; 2, lofting the mounting position of the steel pipe by taking the position of the pile foundation as a reference; punching and installing steel pipes; thirdly, grouting is conducted in the steel pipe, grout enters the stratum and the weak intercalated layer to form a grouting reinforcement body, and part of the grout flows upwards through the gap between the steel pipe and the hole wall to wrap the outer wall of the steel pipe and is combined with the steel pipe and the grout filled in the steel pipe to form a grouting cylinder; fourthly, pile foundation construction is conducted; and step 5, cleaning. The soft interlayer is reinforced through the steel pipe pile, the grouting reinforcement body and the stratum together, then the hole of the pile foundation is drilled, the strength of the soft stratum is directly improved through the grouting reinforcement body, the soft stratum is reinforced, the hole collapse problem caused when the pile foundation penetrates through the soft stratum during hole forming is solved, and the pile foundation is more stable in performance. And in cooperation with the steel pipe piles around the pile foundation, the supporting effect on the soil body is achieved, and the hole collapse problem of pile foundation hole forming is further reduced.
