The invention discloses a pile foundation construction method and a dam foundation treatment method for a deep covering layer containing a weak intercalated layer, relates to the field of water conservancy and hydropower engineering, and solves the problem that a pile section, penetrating through the weak intercalated layer, of a gravel pile is prone to bulging shear failure. Comprising the following steps: determining the position and thickness of a weak intercalated layer in a covering layer; the weak interlayer in the pile hole of the gravel pile is reinforced, so that the weak interlayer becomes a reinforced layer; and the reinforcing layer in the pile hole is punched through, and a gravel pile is constructed in the pile hole. According to the dam foundation treatment method for the deep covering layer containing the weak intercalated layer, on the basis of the construction method, construction is repeated in the next pile hole till treatment of all the pile holes is completed. The reinforcing ring is arranged on the outer side of the gravel pile, the reinforcing ring has the radial hooping and restraining effect on the gravel pile, bulging shear damage of the gravel pile can be restrained, and the gravel pile can be used for a foundation of a deep covering layer containing a weak intercalated layer.
