The invention discloses a reinforcing and positioning device and a direct burial bolt group construction method.The reinforcing and positioning device comprises a first bolt support and a positioning control shaft net, and the first bolt support is provided with four first stand columns; a first positioning plate provided with first bolt holes matched with direct burial bolts of a direct burial bolt group to be reinforced and positioned in number and arrangement position is arranged between the upper ends of the first stand columns, and a first leveling nut is arranged at the position, corresponding to each first bolt hole, of the first positioning plate. A plurality of first horizontal fine adjustment bolts are arranged on the outer side of the first leveling nut in the circumferential direction of the first leveling nut; a first embedded part is arranged at the lower end of the first stand column; the positioning control shaft net assembly comprises four positioning control piles and two steel wires, wherein the four positioning control piles are used for being arranged at the horizontal transverse end and the horizontal longitudinal end of the center position of a directly-buried bolt group of the equipment foundation respectively, and the two steel wires are connected to the positioning control piles and form a cross-shaped shaft net. According to the method, the direct-buried bolt group can be effectively positioned and reinforced, and the mounting precision is high.
