The invention provides a reservoir level regulation and control method and system based on water balance, and belongs to the field of reservoir management.The method includes the steps that firstly, according to reservoir design information and water supply pipe information, a reservoir pipe network lower limit water level and a benefit-making lower limit water level are determined by considering water pressure; secondly, calculating a first-level drought alarm water level and a second-level drought alarm water level according to typical drought year data; collecting a water incoming process and a water using process of the reservoir, adjusting and calculating the water quantity day by day through an inverse time sequence and a forward time sequence of a water quantity balance equation of the reservoir, and calculating a breakage-proof line and a limited water supply line; and finally, improving a whole reservoir water level control curve by adding an original normal water level line and a Taihu flood water level line so as to regulate and control the reservoir water level through the curve. According to the scheme, after the factors influencing the water level change of the reservoir are comprehensively considered, a plurality of different types of water level lines are calculated, so that the elasticity of a water level control curve is improved, emergencies are better coped, and water supply is guaranteed.
