The invention relates to a large underwater steel cylinder foundation for offshore wind power and a construction method thereof, the steel cylinder foundation comprises a steel cylinder and a jacket, the bottom of the steel cylinder is provided with a tooth blade part convenient for rock embedding, the top of the inner wall of the steel cylinder is provided with a plug-in assembly and a pile leg used for fixing the bottom of the jacket, and a gap between the pile leg and the plug-in assembly is reinforced through grouting. The offshore wind turbine tower drum is fixed on the jacket; the construction method comprises the steps of steel cylinder manufacturing; transporting the steel cylinder; assembling a steel cylinder vibration sinking hammer group; steel cylinder pile sinking; foundation pile legs of the jacket are fixed; and steel cylinder riprap covering. The method effectively solves the problems of large rock-socketed depth, low construction efficiency, long open-sea operation time, high cost investment, more professional equipment investment and the like in traditional offshore wind power rock-socketed pile foundation construction.
