The prestress tensioning and prepressing structure comprises a bottom tensioning foundation fixed to a foundation and a top tensioning mechanism arranged at the top of a full framing. The top tensioning mechanism is connected with the bottom tensioning foundation through a plurality of detachable prestressed steel bars and tightly presses the full framing on the foundation. The top tensioning mechanism comprises an upper top beam and a plurality of supporting parts which are arranged at intervals and supported between the upper top beam and the top of the full framing, and the prestressed steel bars are detachably connected with the upper top beam.
