The invention relates to a rapid cable releasing hook device adapting to a total submersion environment and a using method thereof, the rapid cable releasing hook device comprises a base and two combined hook frames, and the two combined hook frames are detachably arranged on the side face of the base; the two hook frame assemblies are arranged in a bilateral symmetry mode, the left hook frame assembly and the right hook frame assembly are connected through the lock hook shaft, the anchor hook, the connecting hook bolt, the lock hook rod and the unhooking rod are all arranged between the two hook frame assemblies, and the heads of the hook frame assemblies are hinged to the anchor hook through the anchor hook shaft. The tail of the hook frame assembly is hinged to the hook connecting bolt through the hook connecting bolt shaft, the hook locking rod and the unhooking rod are arranged between the anchor hook and the hook connecting bolt, and the hook connecting bolt is hinged to the base through the vertical connecting shaft.
