The invention discloses a bridge toughness improving combined damping limiting device which comprises a speed damper and an elastic inhaul cable limiting device, the speed damper and the elastic inhaul cable limiting device are connected in parallel, the elastic inhaul cable limiting device comprises a compensation element and an elastic inhaul cable, and the compensation element and the elastic inhaul cable are connected in series. The compensation element can counteract the influence of the temperature secondary internal force. According to the device, the elastic inhaul cable limiting device replaces a speed damper to share most high-frequency reciprocating vibration loads, abrasion of the speed damper is reduced, the service life of the speed damper is prolonged, meanwhile, under the action of accidental earthquake loads, the elastic inhaul cable and the speed damper can play a role in damping and limiting together, and the service life of the speed damper is prolonged. The problem that a single-speed damper is difficult to reset after displacement is solved, and the anti-seismic toughness of a bridge structure is improved. The elastic inhaul cable is connected with the temperature compensation element in series, the low-frequency reciprocating temperature deformation requirement in the structure using process is met, the adverse effect of temperature secondary internal force is eliminated, and the stability of normal operation of a bridge is improved.
