The invention discloses a jacking construction method for transversely moving firstly and longitudinally moving secondly for an underpass railway frame bridge, guard piles are constructed on the sides, close to a railway and a highway, of a working pit, and the guard piles are arranged between the left and right sides of the highway to form a central separation zone, so that safe operation of the railway and a highway operation line is greatly protected; a road is divided into a left road part and a right road part according to the passing direction, the left road part and the right road part are constructed in sequence, and when one road part is constructed, normal passing of the other road part can be kept; in the construction process, the sliding plate system is used for being matched with the jacking prefabricated frame bridge to transversely move and jack the prefabricated frame bridge to the highway and then steer to longitudinally move and jack the prefabricated frame bridge to the position below the railway in the highway direction, dismantling and jacking construction of the overhead supporting piles below the railway are conducted in the skylight time, and stability of a line reinforcing system is guaranteed in the passing period; the road occupation time of the existing expressway is integrally and obviously reduced, and the method can be widely applied to the flyover crossing construction of the reorganization and extension highway and the existing railway operation line.
