The invention relates to an integral cofferdam plugging structure and a construction process. The device comprises two rows of steel sheet piles which are arranged in a riverbed surface and spaced by a preset distance, each row of steel sheet piles are broken so that obstacles below the riverbed surface can pass through, corrugated structures are longitudinally distributed along the steel sheet piles, the corrugated structures comprise vertical notches distributed along the inner and outer side faces of the steel sheet piles, and vertical grooves are formed in the respective broken positions of the two rows of steel sheet piles; the plugging device is arranged in the vertical groove and comprises longitudinal beams, cross beams, stand columns, stiffening beams, panels and steel pull rods, the longitudinal beams, the cross beams, the stand columns and the stiffening beams are mutually connected to form a steel structure frame, the panels are connected to the two transverse sides of the steel structure frame and are steel plates, the steel pull rods penetrate through the stiffening beams and are connected with the two panels, and limiting blocks are arranged on the outer side faces of the panels; the limiting blocks are arranged in vertical notches in the inner side faces of the steel sheet piles in a sliding fit mode, and the lower portions of the plugging devices are attached to the riverbed surface. The problem that the steel sheet pile cofferdam cannot be communicated due to the fact that obstacles exist under the riverbed is solved.
