The invention discloses a combined anti-floating anchor rod which comprises a steel bar rock-entering section, a connecting mechanism and a steel bar anchoring section. The steel bar rock-entering section is arranged in the anchor rod hole, and grouting is conducted in the anchor rod hole; the upper ends of steel bars of the steel bar rock-entering section are welded with the connecting mechanism; the lower ends of steel bars of the steel bar anchoring section are connected with the connecting mechanism in a steel bar mechanical connection mode; rebars of the rebar anchoring section are radial, and the upper ends of the rebars sequentially penetrate through the foundation cushion layer and the foundation waterproof layer and then extend out of the waterproof protection layer. The invention further discloses a construction method of the combined anti-floating anchor rod. The problems that in existing anti-floating anchor rod construction, an anchor rod pile head is damaged, anchor rod reinforcing steel bars are seriously disturbed, and the foundation earth excavation efficiency is low can be solved.
