The plugging tool comprises a plugging structure used for plugging a seam opening of a seam between two prefabricated structures, and the plugging structure comprises a plurality of plugging units which are connected end to end. Each plugging unit comprises a plugging rod piece, a plugging strip arranged on the side, facing the joint, of the plugging rod piece and a long-strip-shaped rod arranged on the side, back to the joint, of the plugging rod piece, and the head end of each long-strip-shaped rod is provided with an adjustable connecting piece used for being connected with the tail end of the adjacent plugging unit perpendicular to the head end of the long-strip-shaped rod. A locking component is arranged at the tail end of the long-strip-shaped rod. The invention further discloses a construction method of the plugging tool for plugging the joint of the prefabricated part.
