The rut-free pavement asphalt modifier is prepared by the following steps: blending and modifying synthetic powder rubber, rubber filling oil and solid novolac epoxy resin by adopting a special millstone-shaped mechanochemical reactor to obtain a mixture A; the mixture B is obtained by grinding a mixed material of long-chain fatty amine, carbon black, sulfur, an accelerant, an antioxidant and an ultraviolet absorbent through a plastic grinding machine, and the rut-free asphalt mixture is prepared through the rut-free pavement asphalt modifier. The rut-free asphalt mixture disclosed by the invention can greatly improve the high-temperature rut resistance and low-temperature crack resistance, can be widely applied to long-life paving of various grades of highway asphalt pavements, bridge floors and tunnels, and is particularly suitable for sections where severe ruts are easy to generate due to long-time action of extra-heavy traffic and creep load.
