The invention discloses a steel slag-based cementing material and a preparation method thereof, on one hand, the steel slag-based cementing material is provided and comprises the following components in parts by weight: 30-45 parts of slag powder, 30-45 parts of steel slag powder, 20-24 parts of an exciting agent and 1-5 parts of attapulgite, and on the other hand, the invention also provides the preparation method of the steel slag-based cementing material. According to the invention, the acid-base mixed composite exciting agent is adopted, hydraulic minerals in the steel slag are hydrated to form calcium hydroxide, the alkaline exciting agent in the added composite exciting agent provides an alkaline environment beneficial to the growth of the ettringite, and the alkaline exciting agent and sodium silicate jointly promote the disintegration of the steel slag and the slag glass body structure; meanwhile, calcium hydroxide and gypsum are synergistically excited to generate a stable hydration product, namely, ettringite, so that the content of free calcium oxide is greatly reduced.
